I have built a few W-7 PCs since W-10 was released. Here's how to eliminate W-10. These instructions work for W-7 and should work for W-8/8.1 (I do not have a W-8/8.1 system on which to test).
If you are building a new system, you must deselect 'Give me recommended updates the same way I receive important updates' the first time you check for updates (the setting is in Start -> Windows Update -> Change settings). And every time you add Microsoft software -- Office, Silverlight, etc. Streets of rage rom. -- you must re-verify this setting, as Microsoft may have changed it. This is crucial given Microsoft's announcement that it will reissue W-10 early in 2016 as a Recommended update (see the link at the end). Then you must watch for the following list of updates: KB2977759, KB3075249, KB3080149, KB3083710, KB3083324, KB3022345, KB3090045, KB3068708, KB3021917, KB3035583, KB2952664, KB2976978. Note that some of these updates are for W-8/8.1 and will not be found in W-7. Also note that some of these updates are to add W-10 telemetry to your OS. I want none of them. Every time you see one, right-click on it and select Hide. Remember to look in both Important and Optional categories.
However, if your system has already gotten bitten, things are more complicated. First, deselect 'Give me recommended updates the same way I receive important updates.' Launch Windows Update and look at all updates, but don't forget to look at the optional ones. In 8/8.1, Microsoft keeps adding W-10 back in regardless of your settings until you are finished with the entire process. Deselect any of the above ones, but also look for a different form of W-10 (sorry, I cannot remember what the exact text is) in optional updates. Don't check for updates just yet. Then launch Control Panel -> Uninstall a program -> View installed updates. By cut-n-paste, place each code mentioned above in the Search Installed Updates box at the upper right. If found, uninstall it. Ignore Microsoft's request to reboot and work through the entire list. Then reboot. Run Windows Update, but remember what I already told you. You might need to repeat some steps.

And from now on, you must check each update of the form 'Updates for Windows 7 for x64-based Systems' (or x86 if you have a 32-bit OS). Single-click on it and single-click on 'More information' which will bring up an IE tab with the explanation for that update. If it appears to have something to do with improving the update process for future Windows version, don't select it. And of course keep looking for the updates mentioned above.

If your system has already been bitten, Microsoft will have downloaded W-10 to your PC. If so, you will need to delete it, but don't be in a hurry. Make sure you have killed the vampire before doing that. Wait at least a week, each day running Windows Update. That's a story for another day, but you can find the name and location of the file by searching through Microsoft Answers.
